Minutes of the  Meeting of Council held on Wednesday 3rd October 2018

60.   TO RECEIVE ANY PUBLIC REPRESENTATION – Resident – Pearl Hill

Resident Pearl Hill came to the meeting advising that she is aware of the Cefn Gorwydd Plan has been given outline approval.  Congratulations were also given to members with regards to the update of the Website.

 

61.  COUNCIL MINUTES: 5th September 2018

a)  The Minutes were accepted as a true record

b)  Matters Arising: The written report of the Clerk regarding matters arising and subsequent actions taken was noted.  Cllr Bolchover advised that with regards to the cycle path signage for Woodlands, she has received a letter from transportation at City and County of Swansea advising that signage will be put up, they will repaint road markings, and also bollards will be put up instead of fencing.  Work will also be done at the top end (by the hammerhead) on Woodlands.

 

62. REPORT BY THE WARD MEMBER:

Cllr Jones emailed the following report which was read out in full to members:

‘Report for September 2018.

Meetings I have attended:-

With Parent and Headteacher of Primary School to discuss the Book Celebration of one of the pupils.

Met with the organiser of the Veterans Group that meets in the Rechabite Hall on a Thursday Morning.

Trustee Panel.

Full Council.

Adult Services Scrutiny Panel.

Met with Angela Law of “Workways” Swansea who helps people into employment. I also received information on Better Jobs/Better Futures.  Angela is available on a Monday Afternoon in the Library.

A.G.M of Gowerton Comprehensive School . I am the LAC Governor for the School.

Met with representatives from Coastal Housing to discuss the planning application for the houses off George Manning Way.  Again there is an exhibition of this application being arranged in the Library for the residents to discuss and have their views registered.  I will advertise this when I receive the date.

I have also attended:

Governor Training on Child Protection, Coffee Morning at the Library for Maggie’s fund raiser and Craft Fayre at Gowerton Rugby Club in aide of McMillan.

During the month I have arranged payment for the cabinet to house the defibrillator at Gowerton Rugby Club to ensure that it is available for the community to use.

I have also paid for the use of the Rechabite Hall for the next six months on behalf of the Veterans Club to help Military Veterans on any issues.

I arranged for the H Bar to be installed at the entrance of the lane behind Sterry Road because of the indiscriminate unhelpful parking of people who block the lane.  There were a number of occasions where the funeral director was unable to attend grieving relatives, and Newy was blocked in the lane.  So hopefully this will address these issues.

There have been some issues this week with the refuse collection on Gorwydd Road which is being dealt with.

I have spoken to the gentleman (Dan) who is hoping to provide a new Pharmacy Outlet in the village.  The decision has not been made as yet and this is with the Welsh Assembly at the moment.  He has been assured the issue will be looked at in the New Year?????  I will keep you informed.

There is a Well Being Event in Gowerton Library this Thursday the 4th October where many organisations are available for advice and information on a variety of issues.

Note the closure of Mount Street/Gurnos Road for the next day or two until work is complete.

The construction of 99 houses of Gorwydd Road is proceeding and again views are being sought by the Planning Department – application Number 2018/1894/RES.  This decision is very disappointing for the village because of the lack of infrastructure.

Partial resurfacing of Gorwydd Road should be starting on November the 1st. weather permitting.

The lane behind Elba Street has been cleared by City and County of Swansea.  I would appeal to all the residents of Elba Street not to dump their excess garden waste and rubbish in the lane because this practice made clearing the area very difficult.

Nomad bar and kitchen – work has started on this exciting venture.

My next Surgery is on Saturday the 6th October in the Library.

The Police office attached to the Rechabite Hall needs to be redone ASAP.  Cllr Jones stated she will pursue this issue.

Cllr Jones also advised that a house which backs onto Woodland (from Gorwydd Rd) has been checked on that works they are carrying out is not to include vehicular access.  For information

 

63.  TO RECEIVE THE REPORT OF THE CHAIRPERSON

 

Report from Cllr Davies:

There have been two complaints received from Dan yr Allt re:teenagers lighting fire in the woods. The teenagers were advised to put the fire out, however responded rudely.  The fire was not put out properly which resulted in the fire brigade being called.  Cllr Davies spoke to the PCSO to request regular walk. 

The PCSOs number will also be circulated.

The lane to the rear of Dan YR Allt and also behind library needs to have a brush cut carried out.

                                                                                                                                                     

 

64. REPORT OF THE CLERK

The written report submitted by the Clerk was noted.    RESOLVED that:

 

1.   Letter received from Waunarlwydd Resident re: treatment at Singleton Hospital. Clerk to advise this is not a matter that is suitable for Community Council to get involved with; however it may be worth pursuing via local MP.

2.  Email received re: Tregwyr junior school.  This will be used for the future as a Welsh Medium classroom.

3.  Updates on Noticeboard suggestions.  Clerk advised that an officer has been requested to deal with this request.  Clerk waiting for officer to contact to progress the board.

4.  The Father Christmas arranged by residents Mr. and Mrs. Morgan has been organized for this year.

5.  The banner proofs supplied by the Clerk were slightly amended these are to be ordered and need to be available prior to the Arts and Crafts Exhibition.

6.  The memorial tree for the triangle needs to be planted in the triangle in time for Remembrance Day.  Winter flowering options are to be looked into, with the alternative option of a Rowan tree.  Clerk to organize this with Bay Landscapes.

7. Cllr Bolchover updated members on progress for the Arts and Crafts exhibition – The Lord Mayor has been booked to open the event, the harpist and schools have been organized and exhibitors have confirmed their attendance.

8.  Independent Review Panel on Community ad Town Councils in Wales.  Cllr Gareth Evans reported on the findings of the report, advising of the recommendations and outline findings.

64(c) CORRESPONDENCE –

 The items of correspondence were noted.   

 

65   QUESTIONS FOR BUSINESS

1.  At rear of residence from Gorwydd Rd, backing onto Woodlands the house holder is putting a gate to the rear of the property.  For info.

2.  Cllr Holt advised she will be attending the consultation for Transport for Wales on 11th October.  For info.

3.  Several of the ‘Wait’ signs on crossings have been painted over.  Cllr Small supplied a relevant hand drawn map of the problems.  Also make a request for ‘beepers’ on the traffic control.

4.  Cae Mansel Rd – The new lamppost bulb that has been fitted is extremely bright.  Perhaps further lights could be put in place so it can become more effective.

5.  Currently there is a lot of work going on fixing Cefn Stylle rd,  They are putting Gabions on the edges of the stream to reinforce the banks.  However Japanese Knotweed is present and this needs to be removed before it spreads into the river.

6.  Previous request re: Glanmorfa Trees.  The maintenance of these trees has been requested.  There are lots of branches coming down in bad weather.  Clerk to request update.

7.  Oakwood Drive -   There are cars parking in poor positions, by the cycle track off the Bishwell  this is causing ‘near misses’  someone needs to come out and assess the potential danger.    Also the top end of Woodlands and on the corner of Gurnos Rd/Shaw Street cars are parking irresponsibly.
