Minutes of the  Meeting of Council held on Wednesday 3rd January 2018

PRESENT:  Cllrs Ros Holt, Linda Bolchover, Viv Davies, Paul Emmerton, Beveley Jenkins

and Barbara Small.

77.       APOLOGIES FOR ABSENCE Cllr(s), Susan Jones, Claire Kups, Ann Guard, and Gareth Evans.      (For clarification Cllr Jones has missed several Council meetings strictly due to her husband’s poor health)

81.  COUNCIL MINUTES:  7th December 2017

a)  The Minutes were accepted as a true record.

b)  Matters Arising: The written report of the Clerk regarding matters arising and subsequent actions taken was noted. 

 

82. REPORT BY THE WARD MEMBER:

Cllr Jones advised by telephone that the Gorwydd Road Colliery site has been designated as social housing.

 

83.  TO RECEIVE THE REPORT OF THE CHAIRPERSON

 

Report from Cllr Holt:

 

·         December 10th; read in the village Carol service held at the Temple church.

·         December 11th; attended the Voices in Harmony Christmas concert held at St Johns Church; it was a very enjoyable evening.

·         December 18th Cllr Holt attended Festival of Christmas Music event.  There were several local choirs, musicians, young pupils string orchestra and Junior Brass Band (mainly made up of Gowerton young people), also children of St John/s Sunday school.  Ros said it was a lovely musical evening to set everyone up for Christmas.

·         Planted bulbs at Gowerton Train Station along with Cllrs Viv Davies and Ann Guard.  Some bulbs have been supplied by Arriva trains topped up by Community Council.

·         A concerned resident has contacted Cllr Holt with regards to a recent planning application with regards to the flat above CK’s which is via the lane running between Cecil Rd and Woodlands.  The entrance is definitely not satisfactory and the flat is not fit for purpose.  Clerk will discuss further in planning report.

·         Attended One Voice Wales Forum.

 

 

84. REPORT OF THE CLERK

 

(a)           Miscellaneous

 

The written report submitted by the Clerk was noted.    RESOLVED that:

 

1.   Email received from Lisa Aspinall at Welsh Government re: Vacancies. Noted.

2.  Email received re; Heritage Panels including Logo for Community Council. Logos have been sent prior to deadline, and once these signs are erected, insurance will be put in place.

3.  Feedback re; Santa’s Grotto.  Very positive day.    For the   next   one, further battery   powered lighting to be added outside.

4.  Consideration of Precept Requirements for 2018/19.  After member discussion it was resolved that the precept would be set at 33,904 pounds for the following fiscal year.

84(c) CORRESPONDENCE –

 

 The items of correspondence were noted.   

 

85   QUESTIONS FOR BUSINESS

 

1.   For next year’s Christmas lights roll out the following sites are to be considered:

Topknot, Classic Styles, Country stores and Gower Grooming.

2.  Terrible potholes in the following areas:

Victoria rd (between rugby club and roundabout), Gorwydd Rd (Waunarlwydd side towards Gowerton), Church St before junction and Mill Street.

3.  For info: There will be a Thai event at the Rechabite Hall run by Nui on Sunday.  Buddhist Monks will be in attendance.  9.30pm-2pm.

4. Further Information required on timescale of trees being maintained in Glanmorfa after problems in windy weather. Clerk advised that she would request this information from the tree officer.  Also with regards to the Ash tree on Pont Y Cob, clerk is dealing with this and has advised resident that tree survey will take place in this area.

5.  Mount Street resident has complained with regards to the dog mess in Mount Street.  Also raised was the amount of dog mess on the Elba playing fields.  Dogs need to be on a lead.

6.  The large blow up fan operated snowmen for the grotto are in need of new bulbs. Members authorized Cllr Small up to £50 to purchase replacements.

7.  for info.  Cllr Small recently dealt with a gentleman who had collapsed outside her property and hit his head (on Dec 30th).   They could not move him, and they phoned for an ambulance, which did not come quickly, and after a 2.5hr wait the police were rang and they attended.

8.  Cllr Davies advised that she had attended a discussion in Gorseinon on 13th with regards to the consultation re:LDP.  Unfortunately there was no paperwork supplied.

9.  The seat on the bypass is in need of hard standing at the base, or a concrete plinth as in wet weather it is just mud.

10.  The car park behind the library is insufficient, this are needs to be updated and tarmacked and the undergrowth to be cut back considerably.  This area then fit in a further 6/8 cars.

 

 

86   PLANNING MATTERS

Following was resolved by Council:

At request of Chairperson this will be raised as further information has been advised:

1. 2017/2429 Cks Supermarket , 106 Sterry Road, Gowerton, Swansea, SA4 3BW

 Proposal: Use of part of first floor as residential flat above existing shop (application for a Certificate of Existing Lawful Development)

Previously this was given no Objection by members.

Decision was made unanimously to rescind the decision and object due to the following grounds:

The parking is insufficient and there is no legal access to the parking area.

Tennant would be unable to park in the car park adjacent to CK’s.

Access lane is private and unable to get vehicular legal access.
