Minutes of the  Meeting of Council held on Wednesday 7th February 2018

91.  COUNCIL MINUTES:  3rd January 2018

a)  The Minutes were accepted as a true record.

b)  Matters Arising: The written report of the Clerk regarding matters arising and subsequent actions taken was noted. 

 

92. REPORT BY THE WARD MEMBER:

Cllr Jones advised by telephone that she has been dealing with issues re:potholes in The Bishwell and also speaking to a Brynymor resident in regards to his issues with trees adjacent to his property.

Also with regards to the proposal of houses behind Pen Y Fro, Sue advised she has objected to this application.

Finally to advise that Cedar Close is in need of resurfacing.

 

93.  TO RECEIVE THE REPORT OF THE CHAIRPERSON

Report from Cllr Holt:

·         Attended One Voice Wales Swansea Area meeting.  The speaker was the head of environmental Health, and spoke on recycling; which was very interesting.  Plastic recycling rules are if it can be crushed and spring back to shape it is okay to be recycled, however brittle or hard plastic that can chip and break is not allowed.  These types of plastic need to be taken to a recycling centre.   Any soft plastic (such as plastic bags etc.) are unacceptable.   They are encountering problems now with finding buyers for plastic waste.  Swansea however is doing well in the recycling table.

·         Attended the forum on planning with Cllrs Viv Davies and Barbara Small.  Surprised to learn that even if officers receive up to 20 letters of objection, unless the local councillor calls it in, it does not go to planning committee.  Insetad it is dealt with by a planning officer.

 

94. REPORT OF THE CLERK

(a)           Miscellaneous

The written report submitted by the Clerk was noted.    RESOLVED that:

1. Email received from Martin Bignell re: Tree Survey on Pont Y Cob area of land.  Also email received from resident Mr Bivens re: trees adjacent to property.  Clerk advised she has advised resident of the outcome of the report.  The cost of the quote of £1200 plus vat was accepted and authorized by Council.  This ensures that all due diligence has been carried out by Council.

2.  DPO Officer suggestion by CCOS Legal Services.  Members were in agreement that they would be interested for City and County of Swansea to act on behalf of Community Council as DPO. However this would be dependent on costs.  Clerk to advise Council and request info re: costs when available.

3.  Independent review panel – 13th March – Carmarthen.  For info: Members will advise Clerk if they wish to attend.

4.  Email received from Police re:building by Rechabite. For info, this issue has been resolved by the City and County of Swansea as they look after this building.

5.  Resident Pearl Hill gave some tickets to Council for the Grand Charity Concert.

94(c) CORRESPONDENCE –

 The items of correspondence were noted.   

95   QUESTIONS FOR BUSINESS

1.   Clerk to check whether can access ‘Grants for All’ to see whether grants are available for defibrillators for village etc.

2.   The traffic lights by CKs have been playing up, with the green light missing.  Also on inner relief road the Toucan crossing has an issue with the green light.

3.  For info.  Swansea Council has been in the village looking at traffic flow in the area.

4.  For info. 20.01.18 – woman was sexually assaulted in CKs car park – a group of young ones helped her.  This was reported to the Police.

5.  The doctors car park is in a terrible state by the disabled bay parking area; when it rains it is under approx. 4 inches of water and is full of mud.

6.  Re: land registry of Bethel Chapel, Cllr Viv Davies will be checking this month.

7.  The lane by the side of the shop (off Park Rd) needs to be given some attention as it is very overgrown and needs maintenance.

8.  There were potholes outside the coop round about which were fixed after 48 hours.  There is an big issue with the drain at the very bottom of Station road, it is basically all mud and needs to be thoroughly cleaned.  

9.  For info. Resident from Cae Dafydd concerned with regards to their drains due to the developments taking place behind their house.  Cllr Davies referred them onto estates.

10.  Cllr Davies gave report with regards to the meetings attended: Swansea is 22nd in league for recycling.  Fly tipping in Swansea is on the decrease.   With regards to up and coming Data Protection information, One Voice Wales are hoping to pass on relevant templates.   Reserves of all Councils should be run down before any future amalgamations.

11.  It was suggested that a new notice board could be put up in the village to advertise local clubs/classes in the area. Cllr Davies advised that she will look into the costs..

12.  The traffic lights by the commercial pub (when coming from surgery direction) the middle of the road is worn away and in a terrible state.

 

96   PLANNING MATTERS

Following was resolved by Council:

1.  2017/2709  Land Off, George Manning Way, Gowerton, Swansea, 

 Proposal: Erection of 44 dwelling units (100% Affordable Housing) - comprising 2 detached dwellings, 17 pairs of semi-detached dwellings, 1 pair of semidetached bungalows, and 6 apartments in 3 no. 2 storey blocks with associated landscaping, access, and parking.  Object due to this being earmarked as agricultural land.  Insufficient drainage, schools doctors etc.  Infasturcture in the area cannot support this new development.

2. 2017/2730 75 Sterry Road, Gowerton, Swansea, SA4 3BN

 Proposal: Front porch (application for a Certificate of proposed Lawful Development)  No Objection.

3.  2018/0146 TPO  Land Off Gorwydd Road, Gowerton, Swansea, SA4 3AN

 Woodland management of trees covered by TPO 419 and  TPO 442.  Advise that there strees should only be removed if necessary for health/safety otherwise Swansea Council are going against their own policies.

4. 2017/2699 Plot East Of 44 , Maes Y Deri, Gowerton, Swansea, SA4 3GJ

Proposal: Detached dwelling (Outline) No Objection

 5.  No: 2018/0221  1 Clos Y Gweydd, Gowerton, Swansea, SA4 3HF Proposal: Single storey front extension /  No Objection.
