Minutes of the  Meeting of Council held on Wednesday 4th April 2018

 

PRESENT:  Cllrs Ros Holt, Viv Davies, Linda Bolchover, Paul Emmerton, Gareth Evans, Ann Guard,

Beveley Jenkins and Claire Kups  (arrived 7:455pm)

As a mark of respect a minutes silence was held due to the sad death of Ieuan Jones (husband of Cllr Susan Jones)

110.   TO RECEIVE ANY PUBLIC REPRESENTATION

Mr. Pat Burns – Elba Street Resident

Mr. Burns advised that he feels that the new layout of the lanes by the traffic lights (by Elba Street) is ineffective and causing potentially dangerous problems as there is no clear signage.  It is also causing major problems for the access and egress of residents to and from Elba Street.

This new layout needs clear signage as so many vehicles are in the wrong lane and he has been witness to near collisions.  Drivers are unaware of which lanes they should be in.   The correct information needs to be by the junction of Elba Street before people guess which lanes to be in.

The issues is also raised that with regards to the yellow box junction, many drivers do not know the rules of said junction.

Mr. Burns also stated that the speed of the traffic is also of concern; a 30mph sign is needed coming from Gorseinon.  Also a light up sign showing speed may also be beneficial in this area.

 

Members thanked the resident for raising these valid points.  A request will be made to Highways to inspect this area.

 

111.  COUNCIL MINUTES : 7th March 2018

b)  Matters Arising: The written report of the Clerk regarding matters arising and subsequent actions taken was noted. 

 

112. REPORT BY THE WARD MEMBER:

 

Cllr Jones had given apologies however clerk had spoken to Sue on the telephone and was able to report to members:

·         There have been several issues raised with regards to the change of road layout and lane changes (by surgery) that Sue has been dealing with for residents.

·         Cllr Jones confirmed funeral arrangements for the sad death of her husband Ieuan.

·         Finally Cllr Jones passed on sincere thanks to all members who had been in contact; and paid particular thanks to Cllrs Gareth Jones and wife Pat, and also Dr Chivers at Gowerton surgery who have been extremely supportive at such a difficult time.

·         Attended Gowerton Primary along with Cllr Barbara Small to present the School Arts competition winning certificates and medals.

8. Consultation on Edition 10 of Planning Policy Wales

The Welsh Government is proposing to revise Planning Policy Wales (PPW) in light of the Well-being of Future Generations (Wales) Act 2015. PPW has been restructured into policy themes around the well-being goals and updated to reflect new Welsh Government strategies and policies.

The historic environment chapter of the restructured PPW has been rewritten to focus solely on providing national planning policy for our historic environment. Information relating to consenting and other procedural matters will no longer be included in PPW, but will be published in other Welsh Government guidance.

The Welsh Government is conducting a public consultation on edition 10 of PPW, and would like your views. The consultation will close on 18 May 2018.

There are 36 questions to respond to within this consultation.  Cllr Evans and Clerk to liase prior to deadline to submit.

114(c) CORRESPONDENCE

The items of correspondence were noted.             

 

115 QUESTIONS FOR BUSINESS

1.  Cllr Holt advised that a letter has been received advising of this year’s Arriva conference.  Cllrs Ros Holt, Viv Davies and Ann Guard will be attending.

2.  Cllr Evans advised he had attended One Voice Wales meeting as representative.  There was response to review panel.  There needs to be encouragement for young people to take an interest in Council, perhaps inviting pupils to attend from local Comprehensive school  It was also discussed that the Charter that was agreed between the Community Councils and County Council does not work effectively.

3.  Western Power has been trimming back the trees on Woodlands to get any branches away from any electrical wires.  For info.

4.  There is excess water in Glanmorfa, and the drain outside no. 6 needs to be cleaned.

5.  The traffic by Elba Street due to the road changes is making it almost impossible to exit Elba Street efficiently.  More signage is needed.

6.  The St Johns Church sign needs to be renewed on the corner of Church Street.  The current one keeps on turning in bad weather.  Also a sign is needed for the Rechabite Hall.

7.  The manhole cover by the library is broken and needs replacing.

8.  The drain by the station has been cleared.  For info.

9.  A yellow box junction by Mill Street/Brynymor Rd (by Welcome to Gower) needs to be considered to keep traffic flowing at peak times.

 

116 PLANNING MATTERS

Following was resolved by Council:

1. 2018/0444/OUT - Land East Of, 2 Park Road, Gowerton, Swansea, SA4 3EP

 Proposal: Detached dwelling (Outline) – Object due to overdevelopment of site, out of character with street scene, exacerbating existing traffic issues and already insufficient infrastructure.

2.  2018/0605 - 14 Mill Street, Gowerton, Swansea, SA4 3ED
